After a millennia, the denizens of Phlegethos attempt to overthrow the ruling class through treachery and force. The rulers enjoy the game and allow the taste of victory. However, the powerful are there for a reason, to maintain control of the evil within its borders.
They know all the schemes and ploys.
They will enjoy inflicting severe punishments for an eternity.
