I had the idea to write about a harbour as a sanctuary, not just for boats in a storm, but for souls in distress, and for immigrants. That brought to mind beautiful Victoria Harbour, which has an Inner Harbour that can symbolize a sanctuary for inner distress, Though the songs sound very different, I think of Victoria Harbour as my Waterloo Sunset.
